CAROLINE COUNTY PUBLIC LIBRARY
LIBRARIAN II JOB DESCRIPTION

POSITION TITLE: Librarian II – Public Services Manager 

GRADE:  6

FAIR LABOR STANDARDS ACT STATUS:  Non-exempt

REPORTS TO: Assistant Director

HOURS & DAYS OF DUTY:  Full time, 37.5 hours per week.  Regular schedule includes evening, daytime and rotating Saturday schedule.
 
PRINCIPLE PURPOSE OF JOB:   This is a library manager position overseeing the Central Library Customer Service Desk and Reference and Information Services. Provides all levels of customer service; supervises, trains, and evaluates assigned library staff; assists with collection development and programming; collects statistical information; may manage budgets; is part of the Central Library Floor management team. 

JOB STANDARDS: 
1. Promotes and maintains the library’s Mission Statement.
2. Demonstrates knowledge of established library policies and procedures and the ability to enforce them, referring unusual situations to supervisor or administration. 
3. Maintains confidentiality according to library policy.
4. Regularly and punctually reports to assigned location.
5. Demonstrates neatness, accuracy, thoroughness, and general effectiveness of work produced.
6. Demonstrates personal responsibility for learning and growth through participating in training programs and workshops in line with agreed upon learning plan.

ESSENTIAL FUNCTIONS:
1. Acts as Customer Service Coordinator, overseeing information & referral and customer service competencies, training and coaching.
2. As part of a team with other managers, provides leadership in the provision of customer service as Floor Manager at Central Library.
3. Supervises assigned library staff, establishing and overseeing assignments and the division of work.
4. Assists customers at the Central Library and/or Branches.
5. Represents and promotes library services to community.
6. Oversees and helps to promote through outreach MyFamilyNeeds.info.
7. Manages Maryland and local history and genealogy collection.
8. Assists with Adult Collection management.
9. Coordinates programs for adults and families.
10. Contributes to and helps implement the Library’s Strategic Plan.
11. Works with administration and other managers to develop and implement department or branch goals within overall system goals. 
12. Represents the library on various local, regional and statewide groups.
13. Oversees and monitors assigned budget(s).
14. Contributes to Quarterly and Annual reports.
15. Documents and files incident reports.  
16. Other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

4. Demonstrates decision-making and problem solving skills with emphasis on personal responsibility and willingness to deal with issues at hand .
5. Ability to follow directions and complete tasks in a timely fashion.
6. Knowledge of a variety of disciplines, operations and practices as assigned, including adult reference, children’s literature, etc.
7. Ability to supervise, train, evaluate and provide guidance to assigned staff members.

11. Meets library equipment/machines competencies. 
12. Meets core ILL (Marina) competencies.
13. Meets advanced safety/emergency competencies.


MINIMUM EDUCATION, TRAINING AND EXPERIENCE:
1. Master's Degree in Library Science from an ALA accredited institution. 
2. Two (2) years experience in a public library.

REQUIRED LICENSES AND CERTIFICATES:
1. Advanced professional certificate as Public Librarian.
2. Complete 6 semester hours or equivalent (90 contact hours) in an accredited institution or in an in-service program in subjects that are relevant to the assignment of a library associate every 5 years.
3. Maryland Class "C" driver's license or an equivalent from another state.

DESIRABLE ADDITIONAL QUALIFICATIONS:
Some management and supervisory experience.  

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
Requires sitting, standing and walking for extended periods of time.
Requires reaching, bending, and carrying light to moderate loads up to 20 lbs.
Requires ability to move about library to help customers.
Requires ability to operate a keyboard and view a computer monitor.
Requires ability to communicate using a telephone.
Requires ability to push/pull a rolling book carts.
Work is conducted in a normal office setting which provides comfortable lighting, temperature and air conditioning. 
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g. use of safe work place practices with office equipment, and/or avoidance of trips and falls, observance of fire regulations and traffic signals.
